HQS Inspections for Mississippi Regional Housing Authority VI

HFC is currently approved by HUD to perform HQS Inspections for Mississippi Regional Housing Authority VI.  Inspections are conducted for a four county area in central Mississippi.  HFC schedules inspections based upon a mutually agreed upon date and time range. The inspections are performed using a DCD and a final report is generated on HUD Form 52580 listing the findings.  Reinspections are also scheduled and performed.  HFC performs inspection services in compliance with the U.S. Department for Housing and Urban Development Housing Quality Standards (HQS) – Provisions HQSRelated to Healthy Homes 24 CFR Section 982.401 -  In accordance with Chapter 10 Housing and Finance Consultants, LLC  conducts inspections of low-income public housing and Section 8 Rental Multifamily projects to determine compliance with HQS which consist of the thirteen (13) performance requirements with consideration given to any prior HUD approved variations to HQS acceptability criteria.

Contract Administration

Housing and Finance Consultants, LLC is fully equipped with computers, scanners, telephones, fax machine, digital cameras, lighting aids and adequate staffing to monitor and maintain database requirements and compliance with reporting.  The database and all hard-copy documentation will be properly maintained according to all Government contract requirements. 

We have in-house monitoring methods to ensure all work being performed by subcontractors complies with contract standards, with attention given to timeliness, quality and customer service.  In-house monitoring methods will include day-to-day monitoring of data, site inspections, and random sampling of completed inspection documentation.    

Key Personnel
From project beginning through project completion and closeout, our key personnel are dedicated to working closely with our work staff, subcontractors, and governmental agencies to devise and implement processes to maximize the quality and efficiency of work, promote and sustain a safe working environment, and maintain budgetary/cost control. 

Contract Manager – Bennett O. Washingtonis the single point of contact for all aspect of contract work. 

Prior to commencement of work, Mr. Washington will provide an informative review of the scope of work to assure the compliance, protocol, reporting and address any concerns.  All required standards and protocol will be implemented in training for all subcontractors (and in-house personnel). 
Background - Mr. Washington is a consultant specializing in Low-to-Moderate Income Housing and project management. He has served as an Executive Director of a public housing authority.  Mr. Washington also has a strong background in compliance and the operation of major Government contracts.  Over Mr. Washington’s career he has served as a Bank Examiner for Trustmark National Bank, and Senior

 

Loan officer for First American Bank.  Mr. Washington has presented as an expert witness in HUD Housing; he is a certified HUD REAC inspector and ONLY person in HUD’s Agency System that’s both a Contractor and Administrator.  He has been employed as a Contract Administration Coordinator (CAC) for HUD and Primary Contractor for FEMA during the Katrina Storm.  As CAC for HUD and Primary Contractor for FEMA Mr. Washington was responsible for building both major operations from ground zero to full staffing and operation.  He prides his staffs in quality and efficiency.
