Prior Performance

HF Consultant prior experience is best evidenced by our performance as a partner with Tri County Contractors, Inc. prime contract with FEMA, Maintenance and Deactivation of Mobile Homes and Travel Trailers in the State of Mississippi (MDC) (HSFEHQ-06-R-8AMS).  HFC staff served as Chief Operations Officer and Project Manager for the project, Mr. Washington along with Tri County’s president started the
FEMA project from ground zero, by opening an office on the coast, hiring all staffer, implementing an internet database system, conducting training and implementing all policies and procedures. 

Additionally, Mr. Washington was responsible for all compliance reporting and invoicing to FEMA.   Among other services, HF Consultants implemented and managed performance standards for deactivation inspections and preventative maintenance inspections of FEMA temporary housing units (THUs).  In the past 2 ½ years, HF Consultants managed personnel and subcontractors in conducting more than 22,000 inspections for FEMA temporary housing units.   As in the proposed contract, inspections were made to validate the physical condition of THUs for the government before re-occupancy, resale, or long-term storage.  Reports were provided to the government electronically.
In both MDC contract Years 1 and 2, FEMA awarded the Tri-County incentive fees for performing above the standard measurement of timeliness, quality, customer satisfaction and overall project management.   A complete description of the MDC and HUD contract demonstrate our past performance ability.  HFC’s capability and capacity follows in the Section “Past Performance”.  
Employing our proven leadership and policies of frequent management collaboration, continual project documentation and strict adherence to scheduling deadlines, HF Consultant will manage and perform effectively.  From project beginning through completion and closeout, Mr. Washington will be dedicated to working closely with your staff and other governmental agencies to devise and implement processes to maximize the quality and efficiency of work, promote and sustain a safe working environment, and maintain scheduling/production requirements to ensure production and timeliness do not suffer.
